Stephen Blackburn

Stephen has worked for Leeds City Council for 19 years and leads on it’s digital innovation programme.

He has previously led on their smart cities programme, Smart Leeds, and headed up the open data portal, Leeds Data Mill from its inception and through its re-brand to Data Mill North, working with partners across the city and the North of England.

He led on the delivery of the city’s Digital Strategy and facilitates the council’s hackathon, innovation labs and digital events bringing together stakeholders from a variety of backgrounds to co-create new and innovative solutions to city challenges.
